Rules and Regulations

CHCCS Facility Use Guidelines
General Use
All applications are considered in the order received.
Users are required to submit request(s) 30 days in advance of requested use. Use may be requested no earlier than one year in advance.
Users must request time that includes set up, rehearsal, program, and take-down time.
Users should not plan on storing items at any facility. School supplies may not be used. Hallways are for entrance and egress only.
Only those who are at least 18 years old may be approved as the responsible party for use of school facilities.
Any re-arrangement of furniture must be done with the prior approval of the principal. If approved, the users must move the furniture and return it to the original school placement.
The user shall leave the school premises, including parking lots, in a secure, clean, neat, and orderly manner.
School space cannot be used for wedding receptions or funerals.
Users should plan to conclude no later than 10:00 p.m. with participants and audience vacating within 30 minutes thereafter.
Facilities will not be structurally or cosmetically altered.
Every effort will be made to facilitate HVAC needs; however, no compensation will be provided for HVAC failures.
Use of the facility does not include equipment unless approved by the principal and operated by qualified staff. Additional fees may apply.
If school is cancelled for weather or emergencies, all rentals are cancelled until school re-opens.
The district will not be responsible for injury, death, incidents, or property damage during community use.
Violations may result in denial of future facility use.
 
CHCCS Staff Use
All staff who use school facilities beyond their regular assignment must submit a Facility Use request form to Lincoln Center.

 
Food & Beverage
Use of the kitchen requires approval from the Child Nutrition Director and a CNS staff member present.
Alcoholic beverages are prohibited by state law.
Food sales must occur in approved cafeteria or concession areas unless special arrangements are made.
Users are encouraged to follow CHCCS nutritional guidelines.
 
Prohibited
Firearms and facsimiles are prohibited on school property.
Alcoholic beverages, narcotics, controlled substances, drug paraphernalia, and smoking are not permitted.
CHCCS facilities may not be used for illegal activities.
Violations may result in immediate cancellation when:

Excessive property damage occurs
Disorderly conduct is displayed
Alcohol or illegal substances are present
Smoking occurs
Unauthorized spaces are used
Fees are unpaid
Open fire or flames are not permitted inside any facility unless permitted by fire regulations.
Fog machines, haze machines, smoke machines, or similar atmospheric effects are strictly prohibited under any circumstances due to fire alarm and safety concerns.
No animals are allowed on school property, including performances or shows.
 
Advertising / Signage
Advertising may occur only after written approval.
Signage may be placed only during approved rental times.
All signage must be temporary and compliant with local regulations.
 
Exterior Space
Fields and grounds may not be used during inclement weather if damage may occur.
Organizations are responsible for proper parking area use.
Groups will be billed for damage or repairs.
 
Personnel
A school custodian will be on duty and must be followed.
Facilities will be opened only at the approved time.
Custodians will not work additional hours without approval.
Auditorium lighting and sound must be operated by authorized personnel.
Required security or emergency personnel must be arranged and paid for by the renter.
 
💳 Payments & Processing
Renters will receive a detailed invoice showing facility fees and processing charges.

Payment is automatically charged 14 days prior to each event date.

Accepted Payment Methods

Credit/Debit Cards → $1.00 + 3.95% fee (per event date)
ACH Bank Transfer → $1.00 + 2.95% fee (per event date)
 
Use Without Charge
The Orange County Board of Elections may use school facilities without charge for registration and voting pursuant to G.S. 163-129.
